Vice President for Business and Finance and Chief Financial Officer

JOB SUMMARY:
The Vice President for Business and Finance and Chief Financial Officer provides strategic senior leadership for the financial operations of the college. The Vice President has responsibility for the areas of Financial Operations, Student Accounts and Accounts Payable. The Vice President serves as a senior member of the college management team, The Cabinet, reporting directly to the President. The Vice President manages professional staff members, in addition to managing contractual relationships with external service providers.
As the colleges Chief Financial Officer, the Vice President works closely with the President and the other Vice Presidents to identify strategic financial goals and implement long-term plans in support of these goals. The Vice President plays a central role in the short-term and long-term development of the colleges infrastructure and facilities.
The Vice President for Business and Finance is responsible for his/her own work and management of others through subordinates who are also supervisors. Duties include establishing budget and staffing plans, reviewing performance, recommending salary increases, promotions or discharges, and compliance with federal, state and local laws and regulations and college policies and procedures. S/he will provide senior leadership for Financial Affairs, as well as directly supervising and evaluating the Controller, Financial Analyst, Accounts Payable Specialist, Director of Student Accounts and the Executive Assistant to the Vice President for Business and Finance/CFO.

DUTIES AND RESPONSIBILITIES:
Key responsibilities include, but are not limited to:
- Oversee the financial affairs of the college, including the supervision of budgeting, accounting, and investments in accordance with applicable regulations and generally accepted accounting principles.
- Manage capital planning and real estate infrastructure development projects at the college.
- Report financial performance and investment results to the President, Vice Presidents, Board of Trustees and other constituencies within the college.
- Prepare quarterly and end of the year financial statements to meet regulatory requirements and management needs.
- Oversees the preparation of the annual independent audit of the Colleges financials.
- Oversee the annual budgeting and expenditure processes.
- Work collaboratively with the President and Presidents Cabinet members to ensure that proposed budget allocations support the colleges strategic priorities.
- Advise the President regarding the approval of proposed budget allocations.
- Regularly provide the President and Presidents Cabinet members with comprehensive reports of financial performance during the annual budget cycle.
- Create multi-year financial plans to support long-term capital projects and program development.
- Oversee the auditing function by ensuring compliance with college policies and procedures while supporting the direct interaction of this function and the Board of Trustees.
- Perform treasury operations including cash management, accounts payable and disbursements for the college, and issuance of bonds.
- Prepare specialized financial reports for external and governmental agencies.
- Serve on the Presidents Cabinet, attend a variety of college activities, many in the evenings or on the weekends.
- Attend the Board of Trustees meetings. Serve as the senior administrations liaison to, and provide staffing for, the Board of Trustees Audit, Executive, and Finance Committees and any associated sub-committees.
- Contribute to the development of an organizational culture that fosters teamwork and capitalizes on the talents of others.
- Participate in professional organizations related to budget, finance, investments, and/or facilities management in higher education
KNOWLEDGE, SKILLS AND EDUCATION REQUIRED:
- 10+ years of progressively responsible strategic leadership in financial planning & management, and related administrative functions.
- Excellent working knowledge of higher education rules and regulations, as well as a broad range of fiscal compliance issues.
- Experience leading multiple functions within a complex organization.
- Financial acumen, planning ability, and negotiating skills.
- Ability to set priorities and make timely, difficult decisions.
- Exceptional analytical and quantitative skills, including the ability to compile and present complex facilities and financial issues with recommendations and conclusions.

- Proven ability to collaborate with the diverse constituencies within the college to achieve the colleges mission and strategic goals.
- Superior interpersonal communication skills with the ability to develop and maintain effective relationships with a variety of both internal and external constituents. Ability to maintain confidentiality on sensitive issues.
- Excellent organizational and time management skills.
- Must have patience, understanding, and the determination and persistence to evaluate options, generate solutions, and negotiate a final resolution. Highly developed problem- solving skills and a proactive approach are essential to anticipate problems and develop solutions.
- Ability to travel as required.
- A Bachelors degree and Certified Public Accountant (CPA) certification are required; a Masters degree is preferred
